Founders asking how to sell to CVS Pharmacy usually picture a national buyer, a big purchase order and a chain of roughly 9,000 stores. The reality is narrower and more disciplined. CVS buys through a formal review process that begins on RangeMe, it enforces EDI and GS1-128 labeling on every supplier regardless of size, and it is in the middle of reshaping its store fleet toward smaller, pharmacy-led formats. Brands that understand how CVS actually buys in 2026 get a fair hearing. Brands that treat it like a grocery chain do not.
Brand Refinery is a CPG consulting firm that helps consumer brands enter the U.S. market and win retail partnerships with CVS, Walmart, Target, Kroger, Costco and Ulta. This guide covers what CVS looks like today, the realistic route to a category manager, what the buyer needs to see, the operational requirements that must be live before a first order ships, and the mistakes that end a CVS conversation early.
What CVS looks like in 2026
CVS Health operated approximately 9,000 retail pharmacy locations at the end of 2025, according to its FY2025 annual report. That figure follows four years of contraction: the company closed roughly 1,100 stores while opening about 200 between 2022 and 2025, and in 2025 alone it opened 87 locations and closed 243.
The direction changed in 2026. CVS has said it will open about 60 stores this year, including nearly 20 pharmacy-only sites of roughly 3,000 square feet, and close only a few dozen, mainly tied to lease expirations and relocations. Front store revenue in the second quarter of 2026 was $5.4 billion, up about 0.7 percent year over year, with same-store front store sales up roughly 100 basis points.
For a brand, three implications follow from those numbers.
First, the front store is stable but not growing fast, so a new item is competing for a fixed amount of shelf and must displace something. Second, the pharmacy-only format carries almost no general merchandise, so health, wellness and over-the-counter adjacency matters more than ever. Third, CVS is managing its fleet for profitability, which means buyers are measured on margin and velocity per linear foot, not on novelty.
The realistic route in: RangeMe, then a category review
CVS does not run an open marketplace. Its own supplier site directs prospective suppliers to RangeMe at rangeme.com/cvs and asks that merchandising only be contacted for category manager responsibilities or contact details. That makes RangeMe the front door, not a side channel.
Here is the sequence that works.
- Build a complete RangeMe profile before you submit. Buyers filter on retail price, margin, certifications, current distribution and velocity data. A profile missing wholesale cost or without any sell-through data is skipped, not saved for later.
- Submit to CVS through the RangeMe CVS page and respond to any category manager request within 48 hours. CVS category managers review submissions in batches around their category review cycles. Slow responses push you to the next cycle.
- Treat ECRM sessions as the accelerator. CVS has run supplier events with ECRM and RangeMe, including a supplier diversity summit. A face-to-face session with a category manager compresses months of email into twenty minutes.
- Expect a test before a national placement. CVS commonly starts new items in a regional cluster or a limited store count and expands on velocity. Plan cash flow for a staged rollout, not a 9,000-store order.
- Complete supplier onboarding in CVS systems once you have a yes. Supplier setup runs through CVS's master data system, and DSD suppliers maintain item costs and case-pack details in the separate DSD Vendor Portal.
Timelines from first RangeMe submission to shelf commonly run nine to eighteen months. International brands should add time for U.S. entity setup, labeling changes and FDA registration; our guide on how international brands enter U.S. retail covers that sequence.
What a CVS category manager needs to see
CVS buyers are evaluating risk, not excitement. The pitch that gets a yes answers four questions in the first five minutes.
Is this incremental to the category?
CVS already stocks the national brands and its own store brands in nearly every health and beauty category. Your item must bring a shopper the category is not currently serving, a price tier that is missing, or a trend the current set has not caught. Say which one, and prove it with category data. Our guide to SPINS, NielsenIQ and Circana explains which source to bring; for drug channel, Circana or NielsenIQ panel and point-of-sale data carry the most weight.
Does the margin work at CVS pricing?
Drug channel shelf prices are typically higher than mass and grocery for the same item, and CVS expects a margin that supports that positioning plus promotional funding. Bring a cost structure that leaves room for ExtraCare promotions, temporary price reductions and the deductions described below. If your margin only works at full price with no trade spend, it does not work at CVS.
Can you supply without embarrassing the buyer?
A category manager who adds an item that then ships late or short wears that result at the next review. Show your co-packer capacity, your 3PL or DSD partner, your EDI status and your fill rate at current accounts. Our guide on how to choose a co-packer covers how to document that capacity credibly.
Is the compliance file complete?
For OTC drugs, CVS requires NDC codes, lot numbers and visible expiration dating on packaging. Products containing regulated chemicals, including many aerosols and household items, require WERCS registration, and CVS publishes 2026 WERCS registration criteria and a checklist in its supplier document library. Cosmetics must meet MoCRA requirements: a Responsible Person on the label, facility registration and product listing. Dietary supplements must carry compliant Supplement Facts panels and defensible structure-function claims. Walk into the meeting with these done, not promised.
Operational requirements before the first purchase order
CVS enforces supply chain compliance on every vendor, including small suppliers, and the deductions start with the first shipment.
EDI is mandatory. The core document set is the 850 purchase order, 855 acknowledgment, 856 advance ship notice, 810 invoice and 997 functional acknowledgment, with 846 inventory and 860 change documents required in some programs. CVS applies these requirements to suppliers of every size, including first-time vendors. Our guide on EDI setup and chargeback prevention walks through the implementation.
GS1-128 labels on every shipping unit. The ASN must match the physical shipment carton by carton. Mismatches generate shortage and compliance deductions.
Choose DSD or warehouse deliberately. CVS runs both. Warehouse supply means fewer touchpoints and a conventional PO flow but puts you in the general distribution center process. DSD gives shelf control and faster replenishment but requires a route network or a DSD distributor and carries its own portal, item setup and damage deduction rules. Our comparison of 3PL, DSD and warehouse distribution covers the economics.
Know the deduction system before it knows you. CVS deducts from supplier payments for shortages, pricing discrepancies, incorrect case packs and damages. Warehouse disputes run through CVS's vendor dispute management dashboard, DSD disputes through the vendor portal. Reconcile every remittance within a week of receipt; deductions that are not disputed quickly become permanent.
Sign the current paperwork. CVS publishes a Supplier Indemnification Agreement (updated May 2026), a Supplier Code of Conduct and Supplier Ethical Standards. Your insurance certificates must meet the indemnification agreement's limits before setup completes.
The mistakes that end CVS conversations
Pitching grocery velocity to a drug buyer. Drug channel baskets, trip frequency and price elasticity are different from grocery. Translate your data into drug channel terms or bring drug channel data.
Ignoring the store brand. CVS Health and Live Better by CVS are strong private labels across OTC, wellness and personal care. If your item sits next to the store brand at a higher price with no visible reason, the review is brief.
Launching without ExtraCare funding. ExtraCare is CVS's loyalty program and the engine of its front store promotion calendar. An item with no promotional plan in year one is an item with no trial.
Treating the pharmacy-only format as irrelevant. Nearly 20 pharmacy-only stores open in 2026 with a focus on prescriptions and OTC remedies. If your product does not have a health or wellness reason to exist, your addressable store count is shrinking at the margin.
Underestimating working capital. Payment terms, deductions and a staged rollout mean cash leaves your business months before it returns. Our guide on what it costs to launch a consumer brand in the U.S. sets out the budget.
How Brand Refinery helps brands win CVS
We build the category story from data the buyer trusts, structure a cost and promotional plan that survives drug channel economics, prepare the compliance file, and manage the RangeMe and ECRM process through to category review. For brands already in CVS, we audit deductions, fix the EDI and ASN errors behind them, and prepare the velocity case for expansion.
If CVS is on your 2026 or 2027 plan, book a call with us and we will tell you plainly whether you are ready, and what to fix if you are not. You can also read more about our services and our team.

Frequently Asked Questions
How do you become a CVS Pharmacy supplier?
New product suppliers apply through RangeMe at rangeme.com/cvs, which CVS's supplier site names as the entry point. A category manager reviews the submission around the category review cycle, usually requests samples and data, and may test the item in a limited store set before expanding. Once accepted, the supplier is set up in CVS's master data system, signs the Supplier Indemnification Agreement and Code of Conduct, and must be EDI-live with GS1-128 labeling before the first purchase order ships.
How many stores does CVS have in 2026?
CVS Health operated approximately 9,000 retail pharmacy locations as of 31 December 2025, according to its FY2025 annual report. In 2026 the company plans to open about 60 stores, including nearly 20 pharmacy-only locations, and close a few dozen, which would make 2026 its first year of net store growth after four years of closures.
Does CVS require EDI from small suppliers?
Yes. CVS requires full EDI compliance, including 850 purchase orders, 856 advance ship notices with GS1-128 labels and 810 invoices, from suppliers of every size, including first-time vendors. Suppliers that ship without a matching ASN or with labeling errors receive compliance deductions from their payments.
What margin does CVS expect from a brand?
CVS does not publish a margin target, and expectations vary by category. In practice, drug channel pricing is higher than mass and grocery for comparable items, and suppliers are expected to fund ExtraCare promotions, temporary price reductions and co-op marketing from their side of the margin. A brand should model its CVS cost structure so that it remains profitable after promotional spend and typical deductions, not only at full shelf price.
Should a brand go into CVS through DSD or warehouse supply?
It depends on the category and the brand's logistics. Warehouse supply suits shelf-stable items with predictable demand and gives a simpler purchase order flow through CVS distribution centers. DSD suits categories where freshness, merchandising control or rapid replenishment matter and is managed through CVS's separate DSD Vendor Portal with its own item setup and damage deduction rules. Most emerging brands start through warehouse supply or a DSD distributor rather than their own routes.
